POSITION DESCRIPTION
This position in on Engineering Department and report to Head of Representative Office and related to the Project Team as an internal relationship and the Owner, Client, Architect, Consultant, and Contractor as an external relationship.
POSITION RESPONSIBILITIES
Assist and reports to the PMCS Manager
Provide financial reports and support to PMCS Department for cost control and financial reporting functions
Prepare cost reports and assist and updating of Owner’s Monthly Reports
Assist in project filling system and maintain project records, correspondence, and documents
Work closely with QS Consultant on all commercial matters on the projects
Review and approve payment applications for consultants and contractors including taking site measurements as required
Review and approve consultant and contractor payment applications
Review design change with the architects or engineers and issue notice of change
Assess contractor change order request and claims
Assist in negotiating change order or claim and prepare change order documents
Assist in the development and implementation of standard procurement procedures and document addressing budget development, term of references, solicitation of interest, pre-qualification, and request for proposals, tender evaluations, negotiation, awards, payments, change orders, and close-out
Preparation of contract documents for formal execution by relevant parties, payment to consultant and contractor
Assist in preparation of prequalification and tender document for both consultant and contractor packages with oversight from Commercial and Contract Manager
Assist in tender evaluation of both Consultant and Contractor proposal/tender
Assist in contract closeout and final accounts
Perform other duties as assigned
POSITION REQUIREMENTS
Essential Skills, Competencies & Experiences:
Experience in building construction, accounting and cost control procedures, FIDIC conditions of contract, subcontract documents, drawing and specifications
Good computer skill and familiarity with Microsoft Office suits program
Preferably candidates to have experiences on large scale development programs
Essential and Desired Qualifications:
Four years collage degree and at least 8 years of experiences
Must possess at least Bachelor’s Degree, Quantity Survey or equivalent
RICS and MRICS or equivalent is preferred
